What part of illegal don't we understand...

My fellow Americans...

It's against the law and we invest millions every year to prevent it (our tax dollars at work). But it occurs anyway in massive numbers and has for decades. Why? Perhaps because we pay billions every year to support it, protect it, nurture it and reward it (again our tax dollars at work). When we do have the opportunity to vote against some part of this insanity, as you might guess, we overwhelmingly win each and every time. Yet somehow, usually within a year, the insanity we voted against is forced down our throats anyway. Now more then ever it presents a clear and present danger to american lives.

What is it?

Hints: It has happened so much, for so long that at least one state in our union could not survive without it.
